Miley Cyrus' Sister, 9, Slammed for "Dominatrix" Halloween Costume

Noah Cyrus , the 9-year-old sister of Miley , is causing a Internet stir for a Halloween costume she wore last weekend. "We're forced to question [parents]  Billy Ray and Tish 's judgment," Eonline wrote of the girl's get-up at the 2009 Dream Halloween event in Los Angeles.
