Fox is going outside the writing staff of “24” to create a big-screen Jack Bauer movie penned by big-screen vet Billy Ray (“Flightplan”), whose plan is to situate the former star Counter-Terrorism Unit agent in Europe. Ray wrote and directed “Shattered Glass,” a look at the fall of disgraced journalist Stephen Glass that is as solid a piece of storytelling you’re likely to find on a screen of any size.
